A public institution may choose a vending operator under the Polish Public Procurement Law if it buys a service, or through a lease or tenancy procedure under property management rules. Depending on how the contract is structured, it may also be a services concession. The institution sets the procedure and criteria in its notice. The operator submits an offer per the documentation.
